Performance Audit report
EFFECTIVENESS OF THE METHADONE PROGRAMMES
A Performance Audit Report on the above subject matter was submitted to the National Assembly recently. In light of the growing public concern over heroin addiction in Seychelles, a performance audit on the effectiveness of the methadone programmes was deemed relevant. The audit assessed the efficiency and effectiveness of the methadone programmes in achieving their intended objectives for the period 2018-2022.
Currently, the Ministry of Health offers two different methadone programmes, each with distinct objectives.
Audit made the following key observations and recommendations;
| Key Findings | The ministry should; |
| 4,391 heroin users are registered on the programmes (LTMP & HTMP), representing approximately 60% of the Ministry’s estimated population of heroin users. | Formulate strategies to I. retain clients on the programmes |
The cost of the programmes is not evident and there are no supporting evidence to justify that savings has been made with the implementation of the programmes. |
Assess the intended financial impact of the programmes. Establish a specific budget for the programmes and ensure that costs are monitored and analysed. |
| HTMP does not have specific objectives; | Undertake a SWOT analysis of the programmes and formulate strategic plans with SMART objectives. |
| The programmes lack interventions to address clients social and economic rehabilitation. |
Set-up a high powered inter-ministerial steering committee for the identification and better coordination of their respective programme component. |
Significant decrease was observed in the number of urine tests conducted to establish the types of drugs being used by clients. |
Review its protocol to ensure that clients are being monitored for drug use with a view to improve the result of the programmes. |
| The programmes have not been evaluated. |
Undertake an immediate evaluation of the programmes. |
The programmes does not have adequate community support and engagement. | Embed adequate community involvement in the programmes. |
There is a lack of training in counselling. |
Organise training for existing personnel and formulate a strategy to deal with the non-availability of licensed counsellors. |
Although the audit highlighted several shortcomings, some positive outcomes were also noted, such as improved lifestyles and greater job stability for those enrolled.
The rectification of the deficiencies outlined in this report will lead to improvements in the programmes. Auditor General said “A shift of focus on the HTMP is urgently needed to bring more clients on the treatment programme consequently, clients will reap greater benefits and the public in general will better appreciate and support the programmes.”
